    Quy, was sentenced to life imprisonment for killing his wife Lynsey at their home in Southport, Merseyside in December 1998. Lynsey, who had two children, was missing for 18 months before police discovered her torso near a roller-coaster in southport. Her arms and legs were found a day later dumped in bushes next to a railway line but her head and hands were never located.

    The parole report noted that Quy had issues with drugs while inside prison and “still lacked the capacity to be in full control of his emotions.”

    The Parole Board said in its decision: “After considering the very serious nature and circumstances of his offending, the mixed picture in relation to the progress made during the course of his sentence so far, and the very full evidence presented in the dossier, the panel was not satisfied that Mr Quy was suitable for release.

    “Nor did the panel recommend to the Secretary of State that Mr Quy should be transferred to an open prison. It was satisfied that he was appropriately located in a closed prison where outstanding levels of risk could be addressed.

    “He will be eligible for another parole review in due course”

    Mr Quy’s parole hearing was conducted on 5th May this year. Although he had himself withdrawn his parole appeal, which was later heard on dossier papers, the hearing had been mandated by the Secretary of State.

    There is a petition to keep him in jail at change.org HERE with over 36,000 signatures.

    He should never be released, a life sentence should be just that especially in his case due the the nature of what he did in dismembering her body.

    Very hard to find a good word for such a callous manipulative murderer who continued to put the family through hell in a sick charade.

    You have to think he has carried on with the parole board which has thankfully seen through it.

    To still leave parts of the body missing adds insult to injury, how the hell would you not know where you put them?

    That smacks to me of him still trying to have some control.

    Or Brady who I believe left a suitcase behind which allegedly is being held by his ex Solicitor who is not releasing it.

    Even though it may lead to missing body/bodies.
