On arrival Fire, Police and Paramedics has just made their way to the casualty at the end of the pier and paramedics were assessing their injuries.

Surely the pier gates are locked and the pier is closed at that time?

Guess it depends on what you call evening? According to the pier website it is open until 6pm, if I answer the phone at work after 5pm I say "good evening".

Echo website says the services attended at 6:15pm

What was the person doing on the Pier IF the pier was closed at that time?

I think the issue was that the person wasn’t on the Pier, but on the sand below.
