    Meols Cop bridge

Approx 2 weeks ago some local
firm spent between 8 & 9 hours in total
over 2 days cutting back bushes
    on footpath Meols Cop bridge.
Can somebody tell me exactly what the
contract was and what the said contractor
was paid. Then who from the council signed it
    off.
An absolute waste of time from contractors, could
have asked a couple of local pensioners and got a
    better job done.
Rumours of £1500 have been mentioned.

    Meols Cop Bridge

If everyone had come out with some garden tools during lockdown and maybe tidied it up. Maybe it wouldn't be in the state it's in now. I'm sure half an hour here or there wouldn't have hurt.

Who says it was anything to do with the Council, if it was it would probably have been part of an existing contract.

I thought the comedians had been cancelled due to Covid? Have you not heard all the protests about the Council not sweeping paths, clearing weeds, clearing leaves etc.., which all those protesting could have done in a faster time than it would have taken them to protest?

The town is full of what is known as 'Lazy Buggars'.

They probably would have fallen foul of some H&S law or another, or be told off because they haven't got the appropriate insurance cover

This was taken 18 months ago.

The area prior to removal was a lot worse with extensive growth over much of the footway. Definitely NOT a DIY job to remove it.

What's the issue? The cost, the standard of work or the fact it was done at all?

The issue is if I employed someone to
do a job I state my requirements.
I know of time to do and cost.
I check end product and if not satisfactory
hold back 30% of money until rectified.
    It's MY MONEY.
Council officer unlikely to visit site.
    Passes job out to contractor.
    Contractor puts invoice in.
Council has zero knowledge of what's involved
or what work has taken place.
So he can't sign it off as he hasn't examined
    the work.
Reality, it's not his money. Why should he care.

That doesn't answer the question I asked.
    Perhaps I should rephrase it:
Are you unhappy with the cost of the work (even though you don't know the actual cost)?
Are you unhappy with the standard of work?
Are you unhappy that someone was paid to do it at all rather than volunteers doing it?
Or do you think the work was completely unnecessary?

Your statements that the council don't know what was involved and will pay up without inspecting the work is pure supposition on your part.

I'd suggest directing your original questions to the council because they're unlikely to read them here.

Here we go again, another cheap shot at the Council and it's Officers by someone with little or no knowledge of the issue.

The issue in question is dealt with in the 1980 Highways Act, the relevant Section escapes me for the moment.
Where it is deemed that over grown vegetation presents a hazard then Notice can be served on the relevant landowners. This, I think will be either - Rail Track or properties in the Groves.
If it was Rail Track it will have been their own Contractor - if it was private land owners then the Council's contractor would have done the work, with the option of recovering those costs from the same.

Perhaps it would be helpful to shars a picture of what exactly has so excised you?

If it was the Private Landowners the Council would have issued enforcement Notices rather than do the work and bill those responsible.

Not necessarily, there's provision in the 1936 Public Health Act to carry out works and apportion costs.

I have friends who live in one of the groves, they received a letter informing them they had 2 weeks to cut down overgrowing trees or the council will carry out the works and bill them, no indication of how much.
