    A proposal from Sefton Council that dogs should be banned from running free in local public open spaces has prompted opposition from Southport Lib Dems.

    At its meeting this Thursday evening, Sefton Council is deciding whether to approve an updated Public Space Protection Order (PSPO). This includes a new provision which bans dogs from running free on any designated Council-owned open space where there is an unfenced playground.

    Ainsdale Lib Dem councillor Lynne Thompson will be moving an amendment accepting the rest of the PSPO but calling for the new provision to be brought back when there is greater clarity as to what it means in practice.

    "Southport Lib Dem councillors totally agree with the idea of preventing dogs running free close to children playing on a playground," says Lynne.

    "But there is serious public concern that the presence of an unfenced playground within a part of a large public open space could require that dogs have to be kept on a short lead within the whole of the public open space."

    "For example, Ainsdale Village Park, off Liverpool Road and Bradshaws Lane, is a large public open space containing an unfenced playground. There is plenty of space 30 metres or more away from the playground equipment where dogs could run free without bothering anybody."

    "A PSPO for Dog Control is an important legal document with penalties for failing to comply. That's why it's really important that it is absolutely clear what this additional proposal means.”

    The amendment from Cllr Thompson and the Lib Dem councillors in Southport starts: "We support the principle of additional controls over dogs in the vicinity of unfenced (open) playgrounds but are concerned at the lack of clarity, at the present time, as to how this would operate in practice.


    In particular, we recognise public concern that the presence of an unfenced (open) playground within a part of a large public open space could require that dogs be kept on a lead of no more than 2.0 metres in length within the whole of the public open space."

    Rather than fencing-in the poor kids, why not contain the dogs instead?

    Dos can attack other dogs, elderly adults or youngsters, anywhere on open ground when running loose - sometimes causing permanent disfigurement. For that reason, it's safer to require they be kept on leads when in these public spaces. Free-running, they can also 'dump' anywhere, often when lagging behind whilst 'innocent' owners are unaware. This is a perennial problem and a real health issue on playing fields and grassy parkland.

    It would make more sense to provide a fenced-off corner of a park, designated specifically for dogs to 'use'. It would be surfaced with sand, to facilitate bagging and have a bin provided at gated entrance to enable binning....Let's not forget, one of the main reasons for taking doggy out, is to let it 'perform' somewhere other than in its own back garden.

    Responsible dog owners will follow the rules, irresponsible dog owners wont!

    The type of lead the lady in the photo is using causes more issues, during both lockdowns I use our local parks for exercise, I've lost count off the amount of times I see a dog 'on a lead' but at the end of a 15ft lead, it might as well be running free, I've arrived home on more than one occasion covered in muddy paw prints as 'Fido is very friendly he wont bite'!

    Here is an idea.
    Keep the new rule in until "there is greater clarity as to what it means in practice." That way the kids are in less danger.

    I like dogs but kids are more important.

    Those leads are so thin, they are hard to spot, particularly from a bike. On cycle-paths/towpaths, they can be a real hazard to cyclists......Whatever happened to the days of walking nicely at heel on a conventional lead?

    Dog leads are like bicycles; its how you use them and whether you think of others in how you do that.

    One gym member was looking for a good place to run. I suggested the Weld Road Dunes path. He said "No way - the muddy beach is cleaner than that area, that is full of dog sh.."

    I thought surely not and went along it to see. Sure enough, there are loads of it there, you can't look up to enjoy the scenery, you have to watch what you step in. Came back through the Nature Reserve opposite the caravan site - again, loads of dog sh... Through on to Victoria Park where gym members have been working out during lockdown - and even more dog sh... Back down along Rotten Row where volunteers have kept the verges looking lovely - and would you believe, in among the flowers - more dog sh... So where are the responsible dog owners then?

    The problem with your logic though is you only see the waste from the dogs owned by the irresponsible. By definition you wont see [ or be able to quantify ] the responsible dog owners because they don't leave a trace.

    They aren’t filthy creatures at all, some dog owners may be filthy by not cleaning up after their pets. But for the vast majority of us who do clean up, these animals bring a lot of joy and companionship into our lives.

    Responsible dog owners are a very rare species in Southport, that is clearly obvious. So are you asking that all dog owners should be rewarded with freedom to roam, so everywhere becomes a filthy dog's toilet in these pandemic times - or do we demand that until ALL dog owners DO show responsibility and we have a clean virus free, bacteria free environent - we are not happy for their animals to share our uncontaminated space.? Dogs, by virtue of ignorant owners not caring enough for the animal to get it trained, have created a less than healthy environment which now demands strict pest control.

    Human's are not filthy creatures in general. They could be if they had not received early learning in the form of training. If people really cared for their pets, they would care what other people thought of their pets too. An untrained dog is a pest, a nuisance and a potential distributor of disease. ALL dog owners have to comply by the same rules - it is ALL or none. It cannot be that no rules should be applied for then everyone would become ill, it would be like going back to Victorian times - no toilet facilities - Diptheria, Plague, etc.,
