A rough sleeper has set up a tent in Princes Park at the rear of the old zoo. He has obviously tried to get help as there is a leaflet in the tent offering advice for rough sleepers.

What a ridiculously presumptuous statement. Maybe he chooses to live like this. There are plenty who do. It's a bit like saying that if you get a parking ticket then you must have gone up to a traffic warden and asked for one!

That's not rough sleeping that's what is known as CAMPING.
