    Sefton Council have granted Planning Permission to Bistrot Pierre for the change of use of the former Russell and Bromley shoe shop, at the corner of Nevill Street and Lord Street, Southport.



    The permission is for a change of use of the property to a restaurant, and involves significant investment into the historic fabric of the building. Plans will breathe new life to all three floors, replacing glazing, repairing the listed veranda and introducing pavement seating to the front.

    Cllr Daren Veidman, Cabinet Member Planning and Building Control, said: “This is a prominent building and an important site within the town and Lord Street Conservation Area in particular.

    “There has been a long and productive dialogue between Sefton Council and architects working for Bistrot Pierre which has resulted in what, we hope will be a high quality investment, breathing long term occupation and new vibrancy into this busy part of town.

    Cllr Marion Atkinson, Cabinet Member for Regeneration and Skills, added: “I am delighted that this site has been granted planning permission and I hope that this will result in Bistrot Pierre securing a long-term lease within the town.

    “This shows our commitment to delivering upon the Southport Investment Framework, working with the local business community to attract investment and offer value, quality and choice for our residents, businesses and visitors alike.

    “Southport and Sefton really are open for business and we will continue working with many different partners in attracting new ventures like this.”

    I can't imagine that outdoor seating in that particular spot would be very pleasant.

    The wind whips around that corner and I am almost sure that the area would be a tad cold during most of the year.

    I'm more concerned that there will be pavement seating right where people are trying to access the pedestrian crossing. But as Sefton charges handsomely for licences for pavement cafes they are clearly more interested in cash than safety.

    Are you concerned enough to have looked at the plans?
    The outside seating will not extend beyond the canopy. Plenty room for pedestrians to access the crossing.

    I echo other's concerns regarding the pavement seating. The canopy extends some way on that corner. The foot traffic is high at weekends in particular.

    So walking along from the traffic lights, you've got to walk outside the canopy, then dodge back inside the canopy to continue past Lloyds?

    I'm heartily sick of all of the obstructions to pedestrians on Lord St / Nevill St. Absolute PITA.

    Design solution: We show images of external seating
    at other locations and an example of a bespoke planter
    which can be on castors for mobility.
    Proposal: We are showing a cluster of external seating
    on Lord Street and a single file of seating under the
    canopy along Nevill Street.
    The conservation team consulted provided the following
    comment:
    For the pavement café I would also suggest that planters are
    used to demark the area rather than the use of post and barrier
    which do not seem to be particularly attractive nor effective for
    partially sighted pedestrians.’
    The Highways Development Design Team provided advice
    in relation to the outdoor seating area:
    The building is located on a prominent site, with a pedestrian
    crossing located on this junction. It is one of the busier routes, in
    Southport Town Centre, both for pedestrians and vehicles, as it
    provides a route along both Lord Street and to the Promenade
    (and tourist attractions) via Nevill Street ... it will need to be
    ensured that there is adequate space for pedestrians to walk and
    congregate when waiting to cross the road etc 
    The outdoor seating area will be enclosed with barriers such
    that customers/waiting staff don’t have to walk out onto into the
    footway with hot drinks/food etc. The enclosure barriers and
    umbrellas must be secure when in position but also mobile to
    enable them to be dismantled and stored inside the premises
    outside the approved opening hours
