There are dead Pigeons littering the town centre today.
The Pigeons show no signs of a struggle and look as if they have been shot as they only have single wounds.
In the UK, pigeons are covered under the "General Licences" and can be humanely culled by the land owner or their agent for a variety of reasons (mainly crop protection). It is not legal to kill/destroy nests for any other reason other than those listed under the general licences.

It is an offence to discharge a firearm within fifty feet from the centre of a public highway. That includes rim fire,centre fire and air powered weapons.

Is this in any specific area of Southport town, (I.E Chapel Street) ? Regardless of whether people love or loathe pigeons, they do not deserve to suffer like this, and also, there may well be babies now starving slowly to death as a result. Myself and other wildlife rescue teams are on stand by for injured pigeons or orphaned babies, but it would help us to act on this if we had a better idea of the exact areas the dead pigeons have be found.

If this is happening in town, surely there's CCTV footage?
In the case of some lunatic with a gun roaming the town centre with a firearm, I'd hope the police would pick up on it within minutes. OK, it's 'only' pigeons this time, but given the current climate regarding terrorism, a person with a gun trotting around unchallenged is a bit of a worry.
