The pedants I suppose could look at the VAT on cycles and parts to justify their tenuous arguments.

That is true, but the general demographic of adult cyclists is reasonably well off and middle class, so they do pay income taxes. Of course, not all cyclists pay taxes, but neither do all users of the pavements or the NHS.

I personally support cyclists being registered and paying for 3rd party insurance. Mobile technology should help to overcome many of the practical difficulties.
