A member of the public has asked Sefton Council to give details of the number of PCN's issued within 10, 11 or 12 minutes of the pay and display time on the ticket.
"advise of the number of PCNs issued in the last 12 months within 10
minutes, 11 minutes, and 12 minutes of expiry of a purchased and displayed
ticket. Please also detail the number of tickets that were sucesfully
appealed."
The Councils response.
From our preliminary assessment, we estimate that compliance with your
request would exceed the appropriate costs limit under section 12 of the
Freedom of information Act 2000. This is currently £450.00. We estimate
that the cost will be £7325.00 to comply with your request.
In order to explain our decision, I need to explain how Penalty Charge
Notices (PCN) are recorded on our system. When a PCN is issued certain
information is captured and stored on the system which is searchable and
this includes vehicle registration, make, colour, date and time seen, time
PCN issued, location and a code and description of the contravention for
which the PCN has been issued.
The information on the expiry time of the pay and display ticket is not
recorded in this "searchable" manner and so, to obtain this information it
would be necessary to study the details of every case, including the notes
made by the Civil Enforcement Officer of the expiry time of the ticket.
The officer carrying out the search would then have to ascertain if any
appeal was succesful or not.
3,521 PCN's were issued between the 6th July 2017 and 5th July 2018 (the
date of your request) under code 05 - Parked after the Expiry of Paid for
Time (on-street) and code 82 - Parked after Expiry of Paid for Time
(off-street). I estimate that on average it would take approximately 5
minutes to gather the information you have requested for each case.
Consequently, we have decided to refuse the request because it would take
a member of staff approx. 293 hours (3,521 cases at 5 mins per case) to
access the information requested.
However, I can add that a PCN will only be issued once a minimum period
of 11 minutes has passed between the expiry time of the pay and display
ticket and the time on the officers Hand Held Terminal.

Section 17 (7) (a) of the Freedom of Information Act states that public
authorities must provide applicants with particulars of how they may
complain about the handling of their request for information should they

They haven't refused , they have pointed out
that the cost is not within their budget.
Too much money is wasted as it is , why not
ask how many toilet rolls the council use.
