just had a phone call from a company saying i have been paying the wrong band for my council tax and they can get me a rebate back dated from 1996 thus a payment of £3200 also they want £89 for information pack to be returned to them to claim on my behalf has anyone else heard of this and also do sefton reduce your band as half of my road are a band below me

Sounds like another of those companies takng a cut by doing a simple claim on your behalf

They want cash up front before they do anything, offer them a % of the rebate after you get it, you won't hear from them again.
Old scam, surprised they are still trying it on, if you genuinely feel your tax band is wrong, contact the council first.

Just a word of caution from reading that MSE link above.
If you see that identical properties in your street are in a lower band and you claim a rebate, the council may discover that all the others are on the wrong band and increase their council tax!
So if you do this, don't tell the neighbours!

About 10 years ago I discovered the house I'd just moved into was in a higher band than the identical house next door. Asked the council to review it and they reduced my band.
But you're right, a review can also result in you being moved up in band so be careful.
