You need to read Wikipedia on "Incineration" there are many reasons why this method of getting rid of waste is unsuitable and it is more than likely this incinerator is causing you and your neighbour's eye problems

I'm in Ainsdale had gave had awful burning, stinging eyes both in the morning and at evening time. Due to the hot spell this year seasonal allergies have increased. Asthmatics and eczema sufferers have been bad. I'm afraid it's more to do with weather conditions than any incinerator.

I agree.
Pollen is making my eyes and nose run on bike rides.
I use eye drops (artificial tears) to reduce itching at night.
The pollen season separates into three main sections:
1.Tree pollen - late March to mid-May.
2.Grass pollen - mid-May to July.
3.Weed pollen - end of June to September
