Given two options for a choice of a day out - would you choose Bootle or Southport? But for some unfathomable reason more money is spent on Bootle!
So what you're saying is that in you're opinion the rich should get richer and the poor get poorer?

Don't vote Conservative by any chance do you?

If you think more money is spent attracting visitors to Bootle than Southport please do advise what it's been spent on?
And why the obsession only with Bootle?
There are other towns in Sefton you know.
Bootle was severely bombed in the last world war and much of it had to be rebuilt in the fifties 70 years ago. Then Bootle received much of Liverpool's industry and more people moved into the area, so Bootle expanded with many new buildings and housing, 50 years ago. Many of the housing projects were unsuitable tower blocks, these were demolished thirty to forty years ago and new housing projects were built from the 1990's onwards. Working men's clubs and various entertainment business were modernised and new concepts were introduced.
There has recently been about £35m spent on a shopping mall in Bootle. Bootle is set to receive yet another regeneration by the council as part of the Liverpool Dock extension. It received a huge regeneration less than fifty years ago when Balliol house was built, Hugh Baird was modernised and extended as was the Leisure centre. A full street of houses were demolished to make way for the Strand Shopping centre and tower blocks were built - many of which have since been pulled down to make way for cheap housing.Among refurbishment and rebuilding projects in the 2010s, the HSE buildings and the new-look Strand Road were created,Oriel Road Station has been refurbished, and a new block of flats on the site of the Stella Maris building and a Lidl store on Stanley Road have been built.
Exorbitant amounts of money have been spent in Bootle - but due to lack of imagination and the high pollution levels in the area - it has never improved.

Sorry thought you were talking about present day council expenditure. Much of what you describe is either historic or non council expenditure.
Would you prefer the dock expansion to be on Southport seafront? The docks are nothing to do with the council.
Do you begrudge every single penny that's spent in Bootle? Do you begrudge bomb damage being rebuilt?
Do you think nothing has been spent in Southport in the 70 year period you refer to?
