When FULL does not apply

There is no such thing in Southport about Caravan Parks being full - for when the Victoria Caravan Site is full, the caravans are moved onto the Park itself, and when this has too many on it the caravans are moved to Princes Park, and when this has too many they are moved onto the Fairground Parking area. We know that the transient caravan people bring some money into the town - but is it right that they should take precedence over the local residents who support the town the whole year round?
Has the council decided that we have lost the rights to Victoria Park totally?

The caravan & Motorhome site is nothing to do with caravans on Victoria Park. When Victoria Park is used it is being rented out by the Flower |Show company to organisation for a Rally, similarly Pleasureland rents out.
