The insurance costs support the fact that the more experienced drivers have fewer accidents which is displayed well on an MB curve.
Drivers ages vary from 17 to 100, so experience will follow the usual statistical distribution. And it depends what you mean by more experienced. How much is more? Some people give up driving for various reasons and therefore experience does not necessarily correlate with age. I was not talking about accident statistics, just experience.
We must agree to disagree.

If I don't make the standard then so be it, I get re-educated and take my test again.
Their is clearly a sizable percentage of drivers that need a refresher.
Where is the logic in passing your test at 17 years of age and never needing a re-test?
Driving is a privilege not a right.
Re-testing on a regular basis is not practical except in cases resulting from motoring convictions, there is not enough capacity in the test system. If you want that changed, it would have to be by government legislation.
Driving schools offer refresher courses if you feel the need.

There is as much capacity as is required, You just build on what is already there. Pathetic excuse.
Creates work, make the roads safer and possibly reduced insurance premiums. Where is the negative?

Not an excuse, a statement of fact. Take it up with your MP if you want the law changed. Nothing to do with me.

LOL, stop asking questions and not expecting answers.
The only fact is that at it's current size it's not possible, That doesn't mean that the infrastructure couldn't grow to accommodate it.
I also never said I wanted the law changing, I was just giving an option and an opinion. Not great at debate are you? To use to always being right as a 'scientist' most odd as much of science is trial and error.
You could also do with working out the difference between fact and opinion. You know being a scientist and all that.

I am not asking questions, not any more because you just give vague answers, if any answer at all. As for debate, I am not interested in the topic of re-tests, which was not the original topic, and one which you have introduced. You can debate that with someone else.
To return to the original topic. I support the 20 mph limits. One alternative seems to be speed humps and we all hate those. If they want to change it back to 30 again, that's ok with me too.

So discussing the wider picture doesn't include alternatives? Interesting concept.
