A £20 note is not litter.

I would expect the note to be handed back to you as the owner or as crown treasure the inspector would have to hand it into to his office
as with any 'litter' of value' found on duty as lost property.

If the owner of the £20 satisfies the following - throws down, drops, or otherwise deposits' and - crucially - 'leaves' the £20 then it is a littering offence. In your scenario it is inadverantly dropped and so not litter.
