What is the obsession with the council making "profits". They are not a private company, paying bonuses and shareholders out of "profits", they provide much needed services to the residents of Sefton.

The Council don't benefit from the site, they only receive Business Rates and adverse publicity, the Business Rate income is offset against grant money so the Council would be better off with the place closed.
