Rip-Off Sefton Council
We are due to move into a refurbished house, which for some reason has no bins. I contacted Sefton council whose reply basically was, the house had bins allocated to it 8 years ago, so, I could either report the bins as stolen to the police, (I'm sure the police would be really happy with me doing that) then the council can deliver replacements free of charge.
I could take time off work to go and collect the bins myself, presuming they would fit in my car, these have to be collected between 10 and 11 on a Monday morning.
Or I can pay the council £70.00, £35.00 for each green & grey bin delivery charge, these bins will be delivered on the same vehicle and from the same depot as the brown bin for which there is no charge. Apparently £35.00 is classed as a standard delivery charge.
As usual when speaking to he council you get met by a brick wall, and no help whatsoever.
So if you are looking at moving, make sure there are bins at the property you are moving to, even if the property has been empty for a number of years.

I'm fairly sure my contents insurance would stipulate I had to report a theft to the police prior to replacing something that had been stolen. You could have reported it in half the amount of time it took you to write that post. Hardly a big deal is it?

I would think the probable non operational Police phone operator will only take a short time to record the theft on computer and issue a crime number to give to the Council. I suppose it makes a change from some woman ringing up to complain that the chippy is closed and on doctors orders her husband is on a fish diet and he is due home from the pub what is she to do.

Those posting that it is no big deal to get a crime number off a CIVILLIAN, not an actual operational bobby, are quite correct.
However - as usual there are any number of clowns, for that is what they are, ready and willing to have a pop at staff following a well established and necessary protocol.
Talk about an over reaction - 'Rip-Off Sefton Council' get a grip!

You have been given several solutions. Generally making sure people aren't acquiring extra bins for their own use at the expense of the good tax payers of Southport.

Most insurance policies require a loss to be reported to the Police, bins are part of the fixtures and fittings and when taking over a propertyyou should ensure that the Landlord / Solicitor makes them available or makes provision for for an allowance to replace.

I don't think even the thickest of the thick would dial 999 to report a bin stolen but then again there are people who vote Tory so you never know.
