How can a non-profit organisation that exists for the benefit of the residents be a "rip-off". If you end up putting a couple of quid in the council's coffers, that is a couple of quid more to provide essential services. Of course, there have to be controls. If Sefton gave out it's bins willy nilly, you can guarantee, especially in the South of the borough, that somebody would work some scam or other.

It may have escaped your attention, but 999 is for emergencies only, not getting your bins replaced.
