The searchlights are ace, chances are the Circus will be a great afternoon out for the kids. You sound like a right miserable old sod, I take it that you wont be going then?

Sounds like a pointing opportunity for the local Councillor

here's a picture of what I'm talking about. :-)
Would it not have been better to have voiced your concerns with Sefton Council, maybe the Envionmental Health Dept, before setting up a petition.

I live on the Promenade and I can barely see the searchlights. If the sky is clear it takes good eyes to see them. When it is cloudy you can just see them reflected in the clouds. Hardly blinding.
If you're going to complain about the circus, which I can see you are determined to do, then I'd whinge about the fact that those 'third off' leaflets get you the worse seats in the house.
I don't know about the 'pollution' from a parade. Didn't see it, don't care about it. But it can't cause any more than any other parade down Lord Street. But you could take some comfort that the crappy road surface can't do their vehicles any good. And they probably cause less pollution than other travellers that float in and out of town.

I doubt enough people are going to sign to force a Parliamentary Debate perhaps the Janitor at the Petitions Dept may be asked to give it a quick glance over his scoff break and then bin it.
If something is causing annoyance the Council as pointed out already is the first point of call. As for their reply to your email what do you expect from the Gypsies of the Entertainment World. Here today gone tomorrow.

I live on the Prom and haven't even noticed the searchlights. I've seen and heard the trucks driving round to drum up trade and don't have a problem with it.
Perhaps you need to go and live in a sleepy little village in the countryside if the typical sights and sounds of a seaside town are too much for you.

Your were not around when Blackpool Tower had green laser lights? They really lit up the sky. The spotlights do not bother me - the reason they use them is to detect any drones to ensure that the circus people are not being spied on. I no longer find circus performances entertaining since superior acts can be found in far more accessible and comfortable surroundings, so basically I ignore the fact that it is in town.
