I checked the report on the Independent got the geography wrong.

Winter Hill and Scout road is on opposite sides of a Valley.
Scout Moor easily identified by its wind farm.
Winter Hill still burning this morning - with me in my shorts and a t-shirt in this beautiful weather, I really feel sympathy for the fireman having to wear heavy protective clothing and being so close to even more heat!
Fire has broken out at an Industrial site in Liverpool, and there is another large fire on The Wirral.

Here is what we know so far: Two fires at Winter Hill and Horrocks Moor have merged
The fire has been declared a major incident and the flames have spread across five square miles
Around 150 firefighters and 30 fire engines are at the scene
The military are not getting involved at this stage as they did in Saddleworth.
Firefighting efforts are being led by Lancashire Fire and Rescue Service
Trenches have been dug around nearby homes to try and protect them
Efforts are concentrating on safeguarding the television transmitter and communication masts at Winter Hill".

Fire crews from Tyne and Wear, South Wales, Nottinghamshire, Humberside, Warwickshire and Cumbria have joined the Lancashire and Greater Manchester crews battling the blaze.

Sadly, once certain human detritus realise how much attention the fires get, they'll start fires themselves.
I don't understand this, any more than I can understand why people (particularly those special teenagers around here) smash shop windows, bus stops or damage plant pots in the town centre. But I'd wager it is the same brand of oxygen thief.
That's the trouble with this gorgeous weather. Pea brained morons don't operate at all well in the rain. Dry weather prises them from their Xboxes*.
*not all Xbox owners, just hormonal sacks of crap.

We have security camera footage of a group youths walking past our front gate on a beautiful June evening.
One youth steps forward and with all his weight pushes a stone sphere off our driveway gate post and rolls it down the road.

The delinquent 'yooth' of today act as they do because they know there is little or no chance of them being apprehended.
Even if they can be brought before the bench legions of hand wringing liberals plead for some understanding of the very real pressures these unfortunates have to deal with on an almost daily basis.
To further hamstring law enforcers - any proactive activity is jumped on with claims of victimising a particular group followed by a list of 'yooman rites' breached.

Yes, true. Does anyone remember when the little vandals (rather than a more explicit term) were brought up in court, it was decided that they needed a holiday?? - all paid for?

Indeed I do - they were called Approved Schools, Detention Centres and Borstals - although having said that I suspect these weren't the holiday centres you wrote about.

No - I think it had something to do with this - it was reported that young people were sent on holiday to encourage them to re-think their crimes, although this may have been misleading media information as I cannot find anything about it now.

I have been involved with this restoritive justice palaver through the Youth Offending Panel and with some offenders it is appropriate - for others it is the biggest shile of pite known to man.
The vast majority of juvenile offenders look upon the system as a collection of 'lives' to lose before they encounter the 'real' courts.
I've long since resigned from the panel bu will give you this example of why the system is dumb dumb dumb.
Young girl mercilessly bullied by a gang of well known chavs at a well known local girls school.
Teachers are approached by the girl on many occasions asking for help but nothing is done.
Bullying continues in an ever more physical manner until the girl can take no more and slaps one of the bullies.
Bullies parents, oblivious to their little darlings behaviour, see a mark and call the Police.
Matters take their course and end up in court with the dozy lawyer advising the girl to plead guilty and take the Referral Order.
The up shot is this - I and the rest of the panel have to listen to all this with my 'esteemed' colleagues deeming it appropriate for the bullied girl to write a letter of apology, sit down with the 'victim' and understand how she feels, accept how she was so wrong and state how she would address her behaviour and - carry out unpaid work in reparation.
I immediately resigned my position on the panel.
