I don't believe the local council are billed when an emergency service are called out in their area.
Seems pefectly reasonable for an emergency service in a coastal region with a ruddy great river to have such equipment. Would you prefer there to be more emergencies requiring their use or would you prefer them not to have the equipment?

just a p/s for those that maybe highlighting a possible waste of public money .bet your bottom dollar,thered be some that out of a disaster ,would kick *** as to why we didn't have one when it could have saved lives or crisis!safty and aid equipment,isnt there to prevent an accident its there to aid the occurrence of the unexpected but possible!

Perhaps someone has come up with the scenario of a large aeroplane landing/taking off from John Lennon Airport ending up in the River Mersey which funnily enough meanders through flight paths of the said (sorry) Airport. Waiting for a catastrophe to happen before looking for a suitable craft to rescue passengers is really a bit stupid having one at hand is not so stupid. Hope that helps.
Oh forgot about the Ferries carrying passengers across the Mersey too, so not a bad acquisition when you use your imagination is it.
