Approx 4 weeks ago a taxi and car collided on St Lukes
bridge ( top of Hart At) causing at a guess £1500 + damage to
public property. Has the council sent in a claim to the drivers
insurance companies in respect of repairs

Why don't you ask the Council - or do you already know the answer to your own question?

probably.many years back hit blac icegoing cross carr cross moss controlled the skid till more ice spun me off right through a lamppost took the car in half behind my driving seat,dont know if was lucky or not given todays life,but received a bill for £500.00 quid for new lamppost to boot.

Saw that damage to the old Victorian railings - at a guess, I would expect the council to be on to it. Pretty expensive to replace. Already another part of the same railing has been replaced like for like - possibly due to an earlier vehicle collision.

What makes you think that it is anything to do with the Council, try Network Rail.
