Any speed is to fast if you hit something. The idea is you pay attention to the road and it's surroundings and your less likely to have an incident. Doesn't matter if it's 20, 30, 50, 70 or 90mph. Car's are more than capable of being safe at any of those speeds, They can also kill at all those speeds. Drivers inability to read the road and pay enough attention to the road is the bigger issue.

I was recently driving along Bispham Road towards Old Park Lane, the was a large van parked outside Sainsbury's. Stood at the rear of the van was a toddler (my guess 5 or 6) on a bike, I slowed to a virtual crawl in case he started to cross, as I passed the van a women with a smaller child in a buggy stepped out from the front of the van! Had I not seen the toddler and slowed to a crawl I would have had no chance of stopping to avoid hitting the woman even driving at 20mph.
