When I've had stuff taken, it's been done by someone on foot, either alone or as a pair. The thieves have turned out to live nearby....allowing them to get back indoors with the stuff before the police arrive.

Use a decent DSLR with a telephoto lens that takes raw images and you can see into the shadow of the hoodie as well when you process it.
As a slight aside, I've seen loads of videos from security cameras, barely one of them would allow for decent facial recognition.
Good cameras are cheap and digital storage is cheap too - why are security cameras still so cra**y?
