    People are being asked to consider clearing leaves from the top of drains to prevent them from becoming blocked.

    Lancashire County Council highways staff estimate that around 4 out of 5 reports received during recent heavy rain were found to be caused by leaves plugging the grates, rather than a more serious maintenance issue.

    Blocked drains can lead to flooding during heavy rain, however the majority of problems could potentially be prevented simply by removing leaves from the top of the drain.

    People are being asked to consider clearing any debris away themselves if it's safe to do so before reporting them.

    The county council maintains over 300,000 roadside drains with those most at risk of becoming blocked being checked most often.

    County Councillor Keith Iddon, cabinet member for highways and transport, said: "We will respond whenever we receive a report of flooding, however during the autumn we very often find that the problem is simply caused by leaves lying on top of the grate which act like a plug and stop the water flowing down.

    "If people can check that leaves have not settled on drain covers that would be great.

    "If there is a problem with water backing up, and people are able to do so safely, we’re asking them to consider brushing the blockage to one side to see if that works. If that clears the blockage, we'd ask them to please clean up the leaves and dispose of them.

    "However, please only do this if it's safe as we would never want anyone to put themselves at risk.

    "We do of course respond to all reports that we receive, but particularly during heavy rain when we have to prioritise the most serious flooding issues, it's worth people knowing that most blocked drains can be easily cleared.

    "If more people cleared leaves from drains during the autumn it could help to ensure they're fully working when it rains heavily, and mean that highways staff are free to prioritise the most urgent flooding issues."

    If anyone can't clear a blocked drain themselves, or the problem doesn't appear to be caused by leaves, it can be reported at www.lancashire.gov.uk or by calling 0300 123 6701 and highways staff will attend as soon as they can.

    The Council keeps increasing our rates and reducing the services the provide. Perhaps the time has come for us all to withhold our tax payments until the Council is prepared to provide the services we already pay for.

    In Canada, residents are obliged to clear the leaves from and around their properties or risk being given a hefty fine. But then again, their Municipal Property Rates (Council Tax) is only around £160 per year for a £300,000 house!

    Yeah, I’m sure everything would be hunky dory if Comrades Corbyn and McDonnell got into Downing Street. Just one shake of the money tree and and everything in the garden would be rosy. Take all the money from hard working entrepreneurs who already bear the biggest tax burden, and give to those don’t think that work is for them. It’s a good job that not everyone looks at the world through your rose tinted spectacles.

    Before there were any government cuts, when the government paid a certain amount of money to every council across the UK, do you not remember what the most common topic was - apart from the weather that is? The Council paid for maintenance and repair work on the unemployment offices in Eastbank Street which was then a fairly new building. The council paid out £56,000 for advice from an outside agency on how to plan the town of Southport. They paid out another £35,000 to an agency for them to advise street workers how to do their job - that they had been doing for years. In short - money was being wasted! The public was furious - it was their money! The reason for this wastage was that the government paid over a set amount of money. If that money was not used up in full - the government would subtract what the council had left over, from the following years payment. So the councils used up every penny, wasting the excess so that they would not be short the following year. When the financial crash occurred in 2008, auditors had to look very closely at expenditure - and they discovered what was happening along with some corruption in various areas, particularly London. So they introduced spending cuts, not just to Sefton, but across the whole of the UK, with the intention of making councils accountable for the money raised in their own areas - a very sensible approach. When councils are genuinely desperate for important infrastructure repairs or changes that they really do not have the money for, they can apply to the government for additional money. it was the central government that paid for repairing the roads for instance. The government has also given additional funding to the NHS etc., For all its faults - it would be impossible to complain that the Conservative government do not act responsibly over finance. Unlike the Labour government, they try not to spend more than what they have coming in. Yes, the national debt does continue to rise from time to time for the Conservatives do have to borrow - but, that expenditure is made for long term gains. Every council is facing the same level of cuts - some councils have the ability to manage well - while others who are not used to good housekeeping, find it hard.

    Did you actually read my post? I want central government to be honest, to demonstrate why these economies are needed, rather than present tactic which is to simply cut the funding them blame everyone but themselves for deficiencies, certainly Corbyn and McDonnell will have to work within available funds and let's be honest we are still a fairly wealthy country, sadly ruled by bean counters whose sole aim is furnishing their own pockets.

    You talk about hard working entrepreneurs, sadly the smaller business is just as badly treated as any one else, the only winners are the big bucks companies, those with people whose total occupation is cutting costs of every description including taxes, these companies couldn't care less about the company, workforce, customer or the country they make their profits in, the only thing is bottom line, these companies are not entrepreneurs in the inventing, developing sense at all.

    Tell me justify the bonus shelled out to the Persimmon CEO, that is totally OTT and granted not the norm, but there are plenty out there in the same vein.

    Look at the inventors developers who do make it and guess what, they hightail it out of the country, move production and jobs then claim to be patriotic British, too many companies are now in the hands of financial vultures, who have no concern whatsoever for the companies they own ,who will and do pull the plug on a company without a second thought, yet these are the people supported by the Tories.

    The leaves in Southport, as far as I can see are being cleared very efficiently. It's autumn people - leaves fall should the council have sweeper on every road with a tree on it to pick them up? Get a bloody grip!

    MargeSimpson - Churchtown most certainly isn't in a state and, I don't have a 'lovely' sweeper allocated specifically to my area. People in Ainsdale, Hillside, Guilford Road or Heathfield Road don't enjoy that privilege either (I could go on), why should you?

    justbecause - have you been living in a vacuum? Have you no recollection of 'austerity'. The council haven't reduced your services it was the government and, if you voted Tory or Lib Dem then you indirectly voted for those cuts. For balance Labour said they would have done something similar and have no plans to reverse austerity.
    Should you withhold your taxes because there isn't a fire engine or police car parked outside your house - just in case - after all it's a service you pay for?
    A significant portion of council tax goes to those bodies with the rest apportioned to council services. The cleansing and highways portion is about an eighth of what's left.

    So yes - lets sit behind our keyboards in the warm and have a pop at those lads out there in the wind and rain, clearing the leaves, in case the more gormless amongst us forget it's autumn!

    It's a civil service property owned by the government.

    Not true.

    Property rates are set by the municipality you live in, and vary accordingly. On a £300,000 house, property taxes in Toronto would be £1,904. In Niagara they would be £4,462. Where I live, they would be £2,574.
